Pradhan Mantri Gramin Awaas Yojana (PMGAY), previously known as Indira Awaas Yojana (IAY), is a social welfare programme, created by the Indian Government, to provide housing for the rural poor in India. Pradhan Mantri Gramin Awaas Yojana (PMGAY) was launched in the year 1996. Indira Awaas Yojana was launched in 1985 by the then Prime Minister of India Rajiv Gandhi, as one of the major flagship programs of the Ministry of Rural Development to construct houses for BPL population in the villages of the countrt.

Under the Pradhan Mantri Gramin Awas Yojana 2020, the Central Government is providing financial assistance of Rs.1,000 for building of pucca house on flat land and the Government is providing financial assistance of Rs.1, 000 for construction of pucca house in hilly area.The central government came up with the vision to fulfil the ‘Housing for All’ scheme by the year 2022. The immediate objective of this scheme is to cover one crore households living in a kutcha house or dilapidated houses in three years, i.e. from 2016-17 to 2018- 19. It will enable the beneficiaries for the construction of quality houses using local materials, trained masons and designs.

History of Pradhan Mantri Gramin Awaas Yojana :

Pradhan Mantri Gramin Awaas Yojana initially started in 1985 as part of the Rural Landless Employment Guarantee Programme (RLEGP), Indira Awaas Yojana (IAY) was subsumed in Jawahar Rozgar Yojana (JRY) in 1989 and has been operating as an independent scheme since 1 January 1996.

In 1993-94 this scheme was extended to Non SC/ST categories also. From 1995 to 1996 the scheme has been further extended to widows or next-of-kin of defence personnel killed in action, ex-servicemen and retired members of the paramilitary forces who wish to live in rural areas as long as they meet basic eligibility criteria.


Features of Pradhan Mantri Gramin Awas Yojana Scheme :

• Under the PMGAY scheme, financial assistance worth ₹120,000 (US$1,700) in plain areas and ₹130,000 (US$1,800) in difficult areas (high land area) is provided for construction of houses.

• These houses are equipped with facilities such as toilet, LPG connection, electricity connection, and drinking water convergence with other schemes e.g. Swachh Bharat Abhiyan toilets, Ujjwala Yojana LPG gas connection, Saubhagya Yojana electricity connection, etc.

• The houses are allotted in the name of the woman or jointly between husband and wife.

• The construction of the houses is the sole responsibility of the beneficiary and engagement of contractors is strictly prohibited.

• The beneficiaries of this scheme are entitled to 90/95 person-days of unskilled labour wage from MGNREGS for construction of the houses above the unit assistance.

• The beneficiaries are identified and selected based on the housing deficiency and other social deprivation parameters in Socio-Economic and Caste Census (SECC) 2011 data and verified by the Gram Sabha.

• Sanitary latrine and smokeless chullah are required to be constructed along with each IAY house for which additional financial assistance is provided from “Total Sanitation Campaign” and “Rajiv Gandhi Grameen Vidyutikaran Yojana” ( Which is now subsumed by Deen Dayal Upadhaya Gram Jyoti Yojana ) respectively.

• This scheme, operating since 1985, provides subsidies and cash-assistance to people in villages to construct their houses, themselves.

• The beneficiaries will be facilitated to avail a loan from the Financial Institutions up to Rs.70,000, if they choose to avail loans.

• The entire payment to the beneficiaries is made electronically to their bank or post office accounts that are linked with Aadhaar.


Purpose of Pradhan Mantri Gramin Awaas Yojana :

The broad purpose of the PMGAY scheme is to provide financial assistance to some of the weakest sections of society for them to upgrade or construct a house of respectable quality for their personal living. The vision of the government is to replace all temporary (kutchcha) houses from Indian villages by 2017.


Identification and Selection of Beneficiaries of PMAY(G) :

• Beneficiaries under PMAY(G) will include all the houseless and households living in zero, one or two room houses with kutcha wall and kutcha roof as per SECC-2011 data.

• Priority will first be assigned on the basis of parameters reflecting housing deprivation in each category viz., SC/ST, Minorities and others.

Who is not Eligible for PMAYG?

Along with the eligibility criteria, the scheme also lays down conditions whereby individuals or families are excluded from its benefits such as:

• Anyone who owns a motorised two, three or four-wheeler, a fishing boat or any agricultural equipment will not be eligible to receive any benefits under PMGAY.

• If anyone possesses a Kisan Credit Card with a credit limit of Rs 50,000, he or she will not be allowed to avail of any benefits.

• Any family which has at least one member working for the Government or earning more than Rs 10,000 each month while being gainfully employed will not qualify for this scheme.

• Any family with at least one member who pays income tax or professional tax is also excluded from this scheme’s purview.


Phases of Pradhan Mantri Gramin Awaas Yojana :

There are 3 phases of PMAY envisage starting and completing the house construction work as follows:

1. PMAY Phase – 1 from April 2015 to March 2017 to cover 100 cities.

2. PMAY Phase – 2 from April 2017 to March 2019 to cover additional 200 cities.

3. PMAY Phase – 3 from April 2019 to March 2022 to cover the remaining cities.

How to Apply for PMAYG :

The beneficiaries for Pradhan Mantri Awas Yojana Gramin, are selected from the list based on the Census 2011 (SECC 2011). To avail the scheme, the applicant must belong to EWS or LIG or BPL category, and the annual income of the applicant’s family should be between Rs.3 lakh to Rs. 6 lakhs. Documents Required for PMAY Gramin :

Given below are the list of documents required to avail the benefits of PMAY Gramin:

• The applicant must submit a duly filled PMAY G Application form.

• Documents for proof of identity such as Aadhaar card, Voter ID, Passport etc.

• Documents for proof of address such as PAN card, Aadhar card, Electricity bill, etc.

• Ethnic group certificate

• An affidavit stating none of the applicant family members own a pucca house.

• Contract papers of construction

• NOC (No Objection Certificate) from a housing society

• Letter on nature of business

• Income Certificate is required if the income is lower than the taxable limit.

Pradhan Mantri Awas Yojana Gramin Subsidy Scheme 2021-22 :

The Pradhan Mantri Awas Yojana Gramin Scheme provides a subsidy on the interest rates for house loans. Below mentioned are the features of Pradhan Mantri Awas Yojana Gramin Subsidy Scheme 2021-2022 :

• You can avail loans up to ₹ 70,000 from banks or other financial entities.

• You can avail a home loan subsidy of 3% on the interest rate under the PMAYG scheme on a maximum loan amount of ₹ 2 Lakh.

• The maximum subsidy amount under the PMAYG scheme is ₹ 38,359 for the payable EMI.

• If you apply for a loan exceeding ₹ 2 Lakh, the subsidy on interest rate will be applicable to ₹ 2 Lakh only.

• The tenure for loans taken under the PMAYG can go up to 20 years.

1. Can I Avail PMAY Subsidy on Existing Home Loan?

– The PMAY subsidy can only be claimed for new home loans, so existing home loans are not eligible for it.
